London council reports officers to police after threat to ‘rip man’s teeth out’ thumbnail

The two enforcement officers were contracted by Harrow Council, and they have since been dismissed after telling a civilian: “I’m going to knock you the f**k out and rip your teeth out”.

The footage, taken on Northolt Road in Harrow, shows a heated confrontation with a member of the public that is thought to have been recorded on the man’s Meta glasses, unbeknownst to the officers.

The clip begins with one of the pair of enforcement officers confirming their body-worn camera is switched off.

One was then heard to say: “When I’m not in uniform, I’m gonna knock you the f*** out and rip your teeth out.

The other then adds: “We’re gonna make sure you can’t work no more and earn no money ’cause you’re trying to butt in with our money.

“If I call a police officer for you, he’ll f*** you up, you know, ’cause we work with them.”

He goes on to say: “Bruv, I’m having no-one disrupt my job, you know?

“Do I come and disrupt your money when you’re painting and decorating? You f**king wasteman? I’ll come and throw you through the f**king walls bruv.”

The recording was taken on May 18, and the council were made aware of the footage on May 28. The incident was referred to Kingdom Services, the company that directly employed the men, the following day, and they were struck off the agency’s books on May 30.

According to the Kingdom’s website, enforcement officers are tasked with “supporting Local Authorities with environmental enforcement”.

The firm is also contracted by corporations and local authorities such as Bupa, Tesco, the NHS, and Haringey Council.

Both Harrow Council and Kingdom Services Group have made statements condemning the men’s actions.

A Harrow Council spokesman said: “Swift action was taken as soon as the incident and complaint were raised to us and Kingdom in May, and the individuals involved no longer work for Kingdom.

“We take any instance of officers deliberately turning off body-worn cameras extremely seriously. Threats of violence towards members of the public are wholly unacceptable and will not be tolerated.”

A Kingdom Services Group spokesman said: “We are aware of the video circulating in relation to the serious conduct of two Kingdom Local Authority Support enforcement officers.

“As soon as the incident and subsequent complaint were brought to our attention in May, swift action was taken.

“The individuals concerned no longer work for Kingdom Local Authority Support.”
